公共卫生是通过组织社区的资源，为公众提高了疾病的预防和健康促进的一门管理学，公共卫生也是使用预防科学、健康促进、环境卫生、社会科学等技术和手段。公共卫生也是由国际公共卫生组织、国家公共卫生组织、地方公共卫生主治和社区公共卫生组织而组成的。公共卫生在普通的理疗服务上有一定的差距的，为了人们能够公平、效率、合理的配置公共卫生资源，所以人们还是要明确的掌握什么是公共卫生。公共卫生服务也算上一种成本比较低、效果非常好的服务，但是也是一种社会效益回报周期比较长的服务。从国外和每个国家的政府的角度看公共卫生服务中还是起着很中药的作用。
